A : → There are no special regulations or restrictions on the import of cosmetics into China via Hong Kong. The import duty rates for cosmetics in China in 2005 are: perfumes 10%, beauty and make up preparations 10-16%. There will also be value added tax of 17% and commodity tax of 30%.

A : → Hong Kong imposes no special requirements or restrictions on cosmetics import. However, cosmetic products containing pharmaceuticals or medicines are subject to import licensing and are controlled by the Department of Health. Further information in this regard can be obtained from the Pharmaceutical Registration Import and Export Control Section, Department of Health at Tel: (852) 2319-8458. Please also note that under the Import and Export (Registration) Regulations, every person who imports or exports any article other than an exempted article is required to lodge an import/export declaration together with the ad valorem declaration charge and levies, within 14 days after the importation or exportation of the article.
