A : → Form A is used for import declaration. Your customer needs the certificate probably because the import duty on imitation jewellery may be reduced to a lower rate if a Form A is available. Form A is the official document to prove the goods are made in China and many western countries will give a preferential rate for particular products made in China. Without the Form A, your customer may need to pay higher import duty upon the goods you export.
A : → Thank you very much Moderator and John. I have contacted the China Commodity Inspection Co. Ltd. for "Form A" application. However, since we are a trading company, and we don't want to disclose our China supplier's name on the Form A. Will there be any work around solution?
A : → I obtain this info from the following link of TDC: http://europa.eu.int/comm/taxation_customs/customs/origin/rules_origin/gsp_en.htm "The normal proof of origin for goods exported from a beneficiary country to the Community is certificate of origin Form A. Except for derogations, an invoice declaration may be used for goods whose total value does not exceed € 6 000." Can anyone help to verify it? I have phoned the China Commodity Inspection Co. but they said they didn't know.
A : → According to the EU’s Origin Rules for the GSP, there are special provisions for the export of low value consignments of originating products not exceeding €6000 which may be accompanied by an invoice declaration in place of the Certificate of Origin Form A. The declaration may be written on the invoice, the delivery note or any other commercial document relating to the consignment. Derogations are granted only to least developed beneficiary countries listed in the EC GSP regulation to take account of the difficulties faced by them in complying with the normal criteria. Q : → We are a trading company in HK, with China factory as our supplier. It will be our very first time to send stainless steel jewellery to Germany. We are told to send the goods with Form A ("Door to Door") through express delivery. May I know what “Form A” is? Is it necessary for imitation jewellery made in China? Where and how can I apply for it?
A : → Under the EU Generalised Preference Scheme of which China is a beneficiary, a valid Form A Certificate of Origin is required to claim preferences when the goods entering the importing country. It is usually requested by the importer. Please consult the China Commodity Inspection Co Ltd which issues the Form A Certificate of Origin for China.
